What are those brown bags in some yards?

I have received numerous calls referring to the brown bags that can
be found in resident yards throughout the city. Yesterday, I was
able to catch up with a worker from the Louisville Water Company.
They have told me that they are installing magnesium to the main
water lines. By doing this, the main water line pipe life will be
extended by 15-20 years.
Hopefully, they will be done with this project by next week!
